[Session 1 : PSM] Overview

공정안전관리란 화재, 폭발 및 유해 위험물질의 누출로 인한 중대산업사고를 예방하고 만약의 사고발생시 그 피해를 최소화하기 위해 평상시 관리 및 비상시 대응에 관련된 사항을 종합적으로 체계화한 안전관리시스템을 말한다.

산업안전보건법 제44조에 따르면, 유해위험물질을 취급, 사용 또는 저장하는 사업장에서는 이러한 물질의 누출 또는 화재 폭발로 인한 중대산업사고를 예방하기 위하여 공정안전보고서를 제출하여 그 적합성을 심사 받아 설치하고 그 보고서의 이행상태를 정기적으로 평가받도록 되어있다.

이 공정안전보고서는 공정안전자료, 공정위험성평가서, 안전운전계획(9개), 비상조치계획 등 12개 요소로 구성되어있다.



Process Safety Management refers to a safety management system that comprehensively organizes matters related to normal management and emergency response in order to prevent severe industrial accidents caused by fire, explosion, and leakage of hazardous materials, and to minimize damages in the event of an accident.

Article 44 of the Industrial Safety and Health Act states that facilities that handle, use, or store hazardous substances are required to submit a process safety report to prevent serious industrial accidents caused by leakage or fire explosion of such materials, install it after reviewing its suitability, and to regularly evaluate its performance. This process safety report consists of 12 elements, including process safety data, process risk assessment, safety operation plan (9), and emergency action plan.

In this workshop we will understand PSM and share use cases for further implementation.
