John Pellerin

Chief Portfolio Management Officer, CHIPS Program Office, U.S. Department of Commerce

Dr. John Pellerin is the Chief Portfolio Management Officer for the CHIPS Program Office at the U.S. Department of Commerce beginning in December 2024 and is responsible for overall program management of U.S. semiconductor manufacturing investments that are incentivized by the CHIPS program. He began at the CHIPS Program Office in September 2023 as a Senior Advisor for Economic Security responsible for evaluating semiconductor manufacturing applicants to the CHIPS Program. 

Prior to joining the CHIPS Program Office, Dr. Pellerin was a Vice President of Technology Development at GlobalFoundries having served in several semiconductor R&D and manufacturing roles from 2009 through 2022 beginning with the creation of GlobalFoundriesAmong these roles, he was a member of the leadership team that started up and ramped the Fab8 manufacturing facility in Malta, NY and also served as the Deputy Chief Technology Officer with global technology development responsibilities. 

Before GlobalFoundries, Dr. Pellerin held various manufacturing and R&D roles at Advanced Micro Devices (AMD) from 1996 through 2009 including leading AMD’s participation in leading-edge logic technology development partnerships with Motorola and later IBM as AMD spun off its semiconductor device technology development and manufacturing to create GlobalFoundries in 2009. 

Dr. Pellerin holds a Ph.D. in Materials Science and Engineering from the University of Texas at Austin.
